JOB DESCRIPTION

POSITION SUMMARY

Under general supervision, performs daily work assignments for the Water Production Division of the Utilities Department in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.

RECRUITMENT QUALIFICATIONS

Required:

  • High School Diploma or GED equivalent;
  • Valid Water Level 4 (WS4) certification* issued by the New Mexico Water Quality Control Commission;
  • At least one (1) additional year of experience performing the functions of a water operator as a WS4 certificate holder;
  • Three (3) years of progressive experience supervising employees; and
  • Valid New Mexico Driver's License with a driving record acceptable to the City of Alamogordo.

Required within sixty (60) days:

  • Successful completion of NM811 training (Excavation Law Class).

Required within twelve (12) months:

  • Valid Traffic Control Supervisor (TCS) certification.

Required Within Twenty-Four (24) Months:

  • American Water Works Association Cross-Connection Control Tester and Cross-Connection Control Specialist Certification.

Desired:

  • Bachelor's degree in chemistry, biology, environmental management, or other related science.
  • Valid Wastewater Supply Level 4 (WW4) certification* issued by the New Mexico Water Quality Control Commission.
  • The NMED Utility Operator Certification Program determines minimum qualifications for a WS4 certification. Testing eligibility and renewal requirements are subject to change in accordance with the Program.

PRIMARY DUTIES AND RESPONSIBILITIES

Essential Duties

  • Manages and supervises direct-report staff by coordinating, assigning, and reviewing work to ensure compliance with policies and procedures;
  • Conducts employee evaluations, introductory and annual; makes recommendations for hiring, promoting, and releasing employees;
  • Initiates and administers corrective action, as necessary, according to the Employee Manual;
  • Mentors employees to their full potential and ensures appropriate training is given to meet the standards of the position held;
  • Coordinates the organization, staffing and operational activities for division including process monitoring, quality assurance, safety, and sampling programs; determines production and output requirements and schedules to meet unit demands; develops, reviews, evaluates, and modifies testing methods and procedures and pretreatment monitoring programs; sets and monitors performance standards and long and short term goals; identifies opportunities for improving methods and procedures; implements improvements;
  • Plans and monitors the division's annual budget; manages the area of responsibility within budget;
  • Responsible for the day-to-day operations of the Water Production facilities, equipment, and the management of division staff, including but not limited to process monitoring, quality assurance, safety, and sampling programs; production and output requirements, and schedules to meet unit demands; the development, review, evaluation, and modification of testing methods and procedures and pretreatment monitoring programs; setting and monitoring performance standards and long and short term goals;
  • Participates in a variety of advisory and technical committees; attends and participates in professional group meetings; stays abreast of the new trends, innovations, and regulations in the fields of drinking water and water quality programs;
  • Develops and implements new and existing regulatory programs; plans community, commercial, and industrial activities for pollution prevention;
  • Participates in the development and administration of water production, cross connection control program; budget; forecasts and justifies additional funds needed for staffing, equipment, materials, and supplies;
  • Creates, implements, and maintains standard operating procedures (SOPs) for water production operations; ensures that direct-report staff are trained on established SOPs and ensures compliance with same; ensures the compliance of Safety Data Sheets (SDS);
  • Ensures appropriate methods, materials, and techniques are used in the completion of duties; inspects work in progress for compliance with policies, procedures, safety guidelines, schedules, and required specifications; identifies and implements improvements;
  • Trains, mentors, and coaches staff to continuously improve the safe and proper operation of water production equipment, preventative maintenance, and record-keeping procedures; facilitates safety tailgate meetings and safety inspections, prepares work orders to correct deficiencies; reviews, documents, and updates safety program objectives, policies, and procedures;
  • Ensures self and employees attend training necessary to meet City required safety training hours, state and federal regulations, and continued education requirements to maintain certifications and licenses required of positions;
  • Maintains current knowledge of safety-related regulations and new technology and methods; conducts weekly safety meetings and maintains a record of the meeting subjects and those in attendance as outlined in the City of Alamogordo Safety Manual;
  • Acts as a working manager, dedicating time, technical skill, and advanced knowledge to projects based on their complexity or urgency; performs complex and advanced troubleshooting;
  • Provides and/or directs the training of staff to develop their skills and knowledge and prepare them to perform complex and urgent tasks without assistance in the future;
  • Oversees the safety of all assigned personnel by instructing employees in proper safety procedures, monitoring work progress, and, in the event of accidents, preparing accident reports; corrects unsafe working conditions;
  • Prepares reports of information and data required by state and federal regulatory agencies;
  • Assists with the review of project plans and drawings and makes change recommendations based upon field observation and operational needs; monitors the work of outside contract personnel;
  • Oversees the performance of laboratory tests to ensure regulatory compliance; assists in reviewing and preparing Surface Water Monthly Operating Report (SMOR), Consumer Confidence Report (CCR), and other regulatory-required reports as required;
  • Operates a personal computer and performs and/or oversees routine database entries for plant logs and spreadsheets; maintains accurate records for the water production process, ground water well production, and raw water collection maintenance and ensures detailed logbook entries are kept;
  • With proper licensing, uses various powered and non-powered equipment to complete daily activities;
  • Controls the acquisition and application of hazardous materials and chemicals; requisitions and maintains inventory for supplies, materials, tools, and equipment;
  • Responds to emergencies and may be assigned as Incident Commander/On-Scene Manager for hazardous material release response;
  • Acquires and ensures the availability of adequate and properly working tools, materials, and equipment; ensures tools and equipment are properly maintained and meet any scheduled service requirements;
  • Implements operating conditions and parameters; implements procedures for critical changes to plant/equipment conditions; oversees and maintains Supervisory Control and Data Acquisition (SCADA) controls;
  • Communicates regularly with various regulatory agencies; makes oral and written presentations to City staff , Commission, and the public;
  • Understands water production theory/technology and applies that knowledge to water processes;
  • Reads, records, and interprets information taken from computers, gauges, dials, and other instruments; acts on the information as appropriate;
  • Guides and explains operations to visiting groups;
  • Assists other divisions during emergencies or as may be required to maintain quality service to customers;
  • May be asked to support other departments with staff, equipment, or training as part of the City "team" effort;
  • Drives a City vehicle in the performance of duties;
  • Establishes procedures to assure the highest standards of risk management, employee safety, and risk avoidance;
  • Responsible for thoroughly investigating, reviewing, and addressing department or division accidents to prevent future occurrences and control risk management-related costs;
  • Contributes to a high-quality work culture through participation in training and mentoring to develop skills, including safety-related training and skills;
  • Interacts professionally and provides excellent customer service to all levels of City staff and citizens to ensure high operational and service standards; and
  • Performs duties in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.

OTHER IMPORTANT DUTIES

  • Must obtain and maintain all licenses, certifications, and safety training necessary to safely perform assigned duties and comply with applicable laws, regulations, and department policies. This includes, but is not limited to, OSHA safety training, equipment operation certification, confined space entry, lockout/tagout, personal protective equipment (PPE) usage, and any job-specific compliance requirements;
  • Required to perform duties outside of normal work hours, including evenings, weekends, and holidays as needed;
  • Maintains the confidentiality of information obtained during the performance of duties; and
  • Performs such other related duties as may be assigned.
