Description:
NOTE: This position is contingent upon contract award. The Site Lead must have significantly broad knowledge and experience of military vehicle maintenance projects, logistics management, personnel management and team leadership. Must possess significant knowledge of the policies and regulations governing military force requirements, logistics support concepts, maintenance and supply management, quality control, and materiel handling operations. Provide functional expertise in USMC automated supply, maintenance and transportation system. Must be able to communicate ideas comprehensively and effectively through written and oral presentations. Must be capable of preparing management level reports and presentations. Must be able to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Must be able to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. - High School Graduate or General Education Degree (GED) - Seven (7) years of verifiable paint experience in a paint related production facility either military or commercial setting required - Supervisory experience to include assigning, monitoring and evaluating work performance of assigned paint and blast personnel - Administrative skills to include ability to manage time sheets and other personnel records - Excellent communication skills - Ability to implement project management techniques (i.e. scheduling, forecasting, allocating resources) -Good computer skills required - Familiar with all echelons of USMC maintenance preferred - Drug test and Pulmonary Function Test (PFT) required - Excellent communication, analytical, site management, and supervisory skills required. - Desktop computer skills are essential with proficiency in full range of Microsoft Office products. - Familiarity or understanding of military field, sustainment and depot maintenance terminology and practices preferred. - Ability to conceptualize requirements, anticipate tasks, recognize implied and specified missions. - Committed to Continuous Improvement through Six Sigma Plus/Lean approach - Ability to handle multiple issues, projects and establish priorities in a changing environment - International Organization for Standard (ISO) and Lean Six Sigma experience a plus. Job Description: -Plans, directs and supervises assigned paint, blast, wash rack, and vehicle preparation operations -Manages production schedule milestones for equipment delivery -Monitors cost per vehicle for labor, repair parts ad other associated costs -Ensures all required resources are on hand and available to meet production goals -Manages all production processes -Manages applicable administrative records -Plans physical layout of assigned maintenance facilities -Ensures compliance with all paint manufacturers specifications -Ensures that all team members are properly trained in associated LSMC policies and procedures -Ensures ISO 9001:2000 compliance -Implements documented procedures Works under the direct supervision of the Program Manager. Responsible for cost, schedule, and technical performance of the operation. Accountable for production, supply, production control/planning and quality management aspects of operation. Provides direction and leadership to assigned personnel. Acts as point of contact for customers at the work site level. Manages and coordinates research and investigations into business problems. Performs all other position related duties as assigned or requested. Responsible to resolve all administrative, personnel, and operating issues associated with management of processing functions. Additional requirements: As necessary, train subordinate Supervisors in work procedures, regulations, and other issues Ensure that all subordinate Supervisors are informed of changes in law, regulations, policy, and procedures affecting their work and that such changes are understood and implemented Develop work assignments and reviews work of team members Responsive to employee issues and helps to build team morale and cohesiveness Review production and backlog reports and suggest/enact changes to ensure workload requirements are being met Assure that sufficient inventory of department supplies are on hand to meet current and anticipated demand Effect smooth transition of work between various processing sections Effectively communicate with various senior management personnel and take initiative in addressing workflow problems, procedure revisions, and personnel issues Evaluate and audit employee production for quality and quantity Facilitate quality improvement programs and ensures customer service levels are met or exceeded Responsible for keeping Government Project Officer and PM informed of processing issues and operations concerns Compile and develop management reports on performance and trends in production utilizing PC skills Verify adherence to all government security regulations EOE M/F/D/V
