The incumbent is responsible for the management of a service or production factory operation inside a federal correctional facility. All services provided or items produced must have rigid quality control specifications. The manager must remain sufficiently well informed on technical and professional developments within their area to advise and evaluate the activities of their factory. The Factory Manager's supervision encompasses planning, coordination and direction of all factory activities to best achieve the overall factory and UNICOR objectives. The incumbent is responsible for receipt, technical review, and acceptance of assigned contracts and for their integration into existing production schedules, training programs, facility usage, and for proper manpower utilization. The Factory Manager maintains close liaison with the UNICOR management staff at the facility and program management staff at the UNICOR corporate office to ensure a smooth and efficient factory operation. The incumbent maintains service or production schedules specifying the finished product needs, when jobs will be released, and when jobs will be completed. The Factory Manager ensures schedules are entered into UNICOR's centralized automated system (currently Millennium) and these schedules are updated continually as changes occur. Additionally, the incumbent ensures completion of factory enterprise resource planning functions to plan inventory needs to fill known activities production requirements. As a first or second line supervisor, the Factory Manager plans and assigns work, maintains work flow, evaluates the performance of federal civilian employees and indirectly the work and training of federal inmate workers. The Factory Manager recommends staff for awards, promotion, demotion, reassignment and possible disciplinary or adverse actions. The incumbent handles grievances, disciplinary measures, and assesses and meets the training needs of subordinates. The incumbent guides and instructs subordinates through informative discussions and inspections to ensure all factory and correctional duties are carried out. The incumbent provides guidance and direction for an informal on-the-job type of training program for inmate workers ensuring each worker is afforded the opportunity to become proficient in some phase of the operation and receives a job skill prior to reintegration back into society. Incumbent is responsible for ensuring that inmates adhere to safety and security procedures, that tools and equipment in their shop are properly used and accounted for and that strict accountability is maintained for the whereabouts of inmate work crews. Incumbent may be required to shakedown inmates and conduct visual searches of the inmates work and living areas in search of contraband. Incumbent must constantly be alert for suspected contraband, unusual behavior patterns, and situations which could result in injury. The incumbent is responsible for ensuring workmanship and economical operations. Develops plans and revisions of existing production methods, procedures and processes. Supervises and provides guidance to ensure maximum production or service and high quality. Incumbent checks with factory foremen to ensure materials comply with all requirements and specifications. Incumbent ensures that all goods and services received, stored, produced and shipped conform to contractual requirements and FPI Standards. When new contracts are received, the incumbent checks specifications and makes necessary plans for alignment of the production process. Incumbent prepares, supervises, and monitors the preparation of reports covering production, cost inventory, administration and other required technical records including financial, sales, earnings, and inventory reports needed to maintain production efficiency. Incumbent may be required to make marketing assistance trips to secure contracts and maintain positive customer relations. The incumbent as a department head may be called to serve as Duty Officer on a rotational basis. The incumbent may also be called to act as the senior UNICOR management official at the facility in his/her absence. Incumbent delegates authority and assigns specific responsibilities to various staff in their respective specialties. Incumbent coordinates with quality control personnel and factory foreman, to ensure quality control and quantity production throughout the operation. The incumbent analyses monthly financial reports, assesses factory productivity and develops plans of action to improve efficiency where needed. Supervisory work and/or related managerial responsibilities constitute a major duty occupying at least 25% of the position's time and requires accomplishment of work through the combined technical and administrative direction of subordinate employees.
