Location: Torrance CA Salary: 60k-75k Reports to : Director SUMMARY: Perform an in-depth and complete procurement plan and analysis of all new purchase materials and supplies. Enhances, evaluate, and expands supplier base and relationships. Negotiate favorable pricing terms and conditions. Works with the Engineering and Production Department to ensure proper launch of all new products, forecasting, and coordinate new/revised product information and changes. Keeps abreast of production shortages on new products, expedites as required and updates production. Oversee the day-day business operations of the Sourcing Department. RESPONSIBILITIES: Plan purchasing strategies based on forecast data. Provide forecast data of future market conditions to management as market fluctuates. Formulate strategic plans and objectives for purchasing. Develop and manage effective relationships with suppliers and other buyers. Handle obsolete and scrap materials in inventory as required. Develop new/alternate materials and sources of supply, including international sources. Recommend/implement changes in purchasing and material management policies as needed. Work with engineering as required sourcing new products and suppliers. Participate in product "make-or-buy" privatization, or outsourcing decisions. Review purchase requisitions to determine their appropriateness with regard to organizational requirements and proper authorization. Solicit requests for bids/quotations with pertinent specifications, terms and conditions. Conduct supplier visits and evaluations to determine suitability. Maintain and analyze rating system for supplier performance as established in the ISO procedures. Prepare for and develop strategies and tactics for negotiations; to include cost-down initiates. Prepare and/or issue purchase orders and contracts as necessary. Administer and review purchase orders from award to completion. Expedite deliveries and conduct follow-up procedures when necessary. Resolve any disputes/differences with suppliers regarding: pricing, delivery, service, quality, payment. Follow, develop and improve RFQ (request for quote) process; especially as related to new products. Verify that purchasing practices comply with established laws, policies and ethical principles. QUALIFICATION GUIDELINES: In-depth knowledge of procurement procedures/practices with minimum of 7 years experience. Ability to interpret technical drawings and specifications and work well with the engineering department. BA in Business or related field & certification from the Nat'l Association of Purchasing Mgmt, preferred. Must have excellent written and verbal communication skills. Must possess excellent analytical, organizational skills and work well with others. Must have the ability to negotiate favorable terms and conditions involving a large number of parts and supplies; determine appropriate methods of procurement and demonstrate competence with regard to vendor selection and analysis. Must have the capacity to resolve differences with regard to supplier costs, quality, deliveries and payment. Must have the ability to complete assignments within time frame specified. Must be able to interact effectively and cooperatively with employees at all levels. Must be proficient with Word, Excel and other spreadsheet software; familiarity with MRP systems preferred. Must be flexible with work schedules and be available to work overtime on evenings and weekends, with or without advanced notice. Must be able to operate in a fast-paced organization and handle multiple projects simultaneously.
